Below are the websites for Dane County Wisconsin daily and weekly newspapers. When you get to the home page, look first for the "Opinion" link, and from there look for "Submit a Letter." If that doesn't work, look for "Contact Us," then "Letters to the Editor."
All newspapers will require you to include your name, address, daytime phone, and e-mail address. Most of them take letters by e-mail or provide a web-based form to fill in. Some just give you an address to send your letter to.
Typical length restriction is 250 words. Compose your letter ahead of time and edit it carefully before copying it and pasting it into the submission form.
